광주비엔날레는 1995년 국내 최초 출범 이후 총14회를 개최하면서 세계적인 문화 브랜드로 정착 하였으나
시간의 흐름 속에 새로운 전시 경향을 반영하기 어려운 시설환경으로 인해 발전에 한계를 드러내고 있다.
이에 따라 현대미술의 흐름을 반영할 수 있는 새로운 전시 공간을 조성하여 세계적 문화 브랜드로서 광주비엔날레의
위상과 정체성 강화하고 안정적이고 효율적인 행사 개최 기반 마련함과 동시에 생동감 넘치는
시민친화적 문화향유ㆍ치유공간을 도시공간에 제공하려한다.

Since the Gwangju Biennale was first launched in Korea in 1995, it has been held on 14 occasions.
As a result, it has taken root as a world culture brand, however it has faced a number of limitations in its development due
to the facilities which make it difficult to reflect new exhibition trends as time has passed.
So, we have established a new exhibition space which can reflect the flow of contemporary art and provide an exuberant citizen-friendly,
cultural delight, and healing space to an urban area as well as strengthening the status and
identity of the Gwangju Biennale and preparing for the holding of stable and methodical events as a world culture brand.

국내·외 건축사(Licensed Architect) 모두 참가할 수 있고, 공동응모 시 총 3인(업체)까지 가능하며, 공동응모자 중 1인을 대표자로 선임하여야 한다.

대표자(단독 응모 시 단독응모자)는 반드시 공고일 현재 건축사법 제 23조의 규정에 따라 건축사사무소를 개설 신고한 자로 관계법령에 의한 결격사유가 없는 자여야 한다.

대표자는 당선 후 공동수급체의 대표자로서 전체 업무를 총괄 조정하는 역할을 수행하여야 하며, 공모와 관련하여 수반되는 법적 권리 및 책임과 의무를 가지게 된다.

대표자 및 공동응모 구성원으로 등록한 자는 본 설계공모에 참여하는 다른 공동 응모팀에 중복하여 참가할 수 없다.

설계공모 당선자는 용역계약체결 시 토목·기계·전기·정보통신·소방·조경분야 등의 자격이 있어야 하고, 설계 자격이 없는 경우에는 관계 법규에 의한 설계 자격을 보유한 자와
공동도급(공동이행·분담이행·혼합방식, 구성원별 계약 최소 지분율 5% 이상) 하여야 하며, 이 경우 공동수급업체의 대표자는 건축설계공모 당선자가 되어야 한다.
기타 계약에 관한 사항은 「지방자치단체를 당사자로 하는 계약에 관한 법률」에 의한다.

Korean and foreign licensed architects may participate, and up to three participants (or companies) are allowed to form a joint group in which one of them is designated as a representative.

The representative of the joint group (individual participant if applying alone) must be someone who has established and declared an architectural firm according to Article 23 of the
'Certified Architects Act' of Korea as of the design competition announcement date and is free from any disqualifications pursuant to the relevant law.

After winning, the representative is responsible to direct and mediate all businesses of the joint group,
while at the same time taking legal rights and responsibilities in relation to the competition.

Participants in the Design Competition, registered as a representative or participant, shall not join any other design.

The winner must have licenses in the fields of civil engineering, electricity, IT, firefighting, landscaping, etc. when he or she concludes a service contract, and if not,
he or she must conclude a joint venture (joint implementation, separate implementation, and mixed method, 5% share or more of the minimum contract ownership for each member).
In this case, the representative of a joint venture shall be deemed as the winner of this competition.
Any other matters related to the contract should be complied with the ‘Act on contracts to which a Local Government is a Party’.
